Charles R. Everett, Jr.
Executive Director

Mr. Everett is the Executive Director of the Lehigh-Northampton Airport Authority, which owns and operates a three-airport system, including Lehigh Valley International and Queen City Airports in Allentown and Braden Airpark in Forks Township, Pennsylvania.  He is responsible for overall mission accomplishment, which includes generating $23 million in annual operating revenues and progressing a $30 million airports capital improvement program.

During his prior tenure with the Federal Aviation Administration, he worked as a Congressional Liaison on Capitol Hill in Washington, DC advising staff and members of Congress on airport issues.  While serving as the Manager of the National Planning and Environmental Division of the Office of Airports at FAA, Mr. Everett provided policy and technical guidance to airports in the national system.  He has also worked for various engineering, management consulting firms and municipal organizations involved with planning, operations and development of transportation infrastructure.

Mr. Everett is a Certified Member (C.M.) of the American Association of Airport Executives, a Certified Management Consultant (CMC®) by the Institute of Management Consultants USA and a member of the Boards of the Aviation Council of Pennsylvania and Airports Council International – North America.

Mr. Everett graduated from the College of Arts and Sciences of the University of Pennsylvania with a Bachelor’s degree in Urban Studies and a major concentration in Transportation Planning.

He retired from the U. S. Air Force Reserve in 2008 with a military career in logistics.

Darren J. Betters
Director, Business Development

Darren Betters is the Director, Business Development for the Lehigh-Northampton Airport Authority.  Darren maintains responsibility for several LNAA functional areas including; Business Development, Air Service Development, Real Estate Development, Customer Experience, Marketing, Advertising Sales, Property Management and Concessionaire Relationship Management. Through his time at the LNAA Darren has Directed the activities of many other departments including; Aviation Services, Administration & Finance, Information Technology and Parking.

Darren came to the LNAA with a diverse aviation background.  He began his career as an Instrument Rated Commercial Pilot and accumulated more than 3500 hours in the cockpit.  When Darren decided to make the transition to aviation management, he went to work for AFS Aviation in Reading Pennsylvania.  He started at AFS as the Chief Flight Instructor before being promoted to FBO General Manager.  After his tenure with AFS Darren Moved to Detroit Metro Airport where he was the General Manager of Metro Flight Services.  Later Darren was hired by AvPorts to oversee their Rhode Island project.  There he served as General Manager for the five General Aviation Airports in Rhode Island.  While in Rhode Island, he was given the additional responsibility of managing the Atlanta South Regional Airport in Georgia.  Darren managed all six airports until he was transferred to the Lehigh Valley as part of the AvPorts management contract for the LNAA.  Later Darren was offered a job with the LNAA and left AvPorts to join the Authority.

Darren stays active in the Aviation Community as a member of The American Association of Airport Executives, The National Business Aviation Association, Airports Council International and the Aviation Council of Pennsylvania.

Glenn Kurcon
Director, Information Systems & Technology

Glenn Kurcon is the Director of Information Systems and Technology for the Lehigh Northampton Airport Authority.  Most recently Glenn worked for the City of Newburgh, New York serving as the Information Systems Manager.  Glenn worked for the City for nearly thirteen years in this role and grew the IT Department since its inception in 2003 into a what is regarded as one of the most technically advanced municipalities in Orange County, New York.  Highlights during his tenure include the introduction of a document management system for paperless workflows such as invoicing and HR changes, the first department-wide body worn camera pilot program for a police department in the County, and the migration of multiple legacy software applications to modern systems.  Prior to his role as Information Systems Manager at the City of Newburgh, Glenn worked for IKON Office Solutions (now known as Ricoh USA) in Malvern, PA in the role of Information Systems Engineer.

Glenn was born and raised in Media, PA and received a BA in Communications from Temple University as well as a technical diploma for Networking and Data Communications from the Chubb Institute.  Through his career he has achieved multiple professional certifications including Microsoft Certified Systems Engineer and Cisco Certified Network Associate.  Some of his work at the City of Newburgh was recently highlighted in StateTech Magazine, a trade journal focused on technology solutions for state and local government.  View it here.

Glenn has recently relocated from Matamoras, PA to Allen Township.  In his spare time he enjoys snowboarding and spending quality time with his two children, Kaylee and Chase.

Ryan A. Meyer
Director, Planning & Programming

Ryan Meyer is the Director of Planning and Programming for the Lehigh-Northampton Airport Authority. Ryan is responsible for all aspects of Airport Planning, Engineering Design/Construction, Project/Grant Management and Environmental Affairs. Ryan came to LNAA over 2 years ago with a diverse planning and project management background as a Senior Aviation Planner, where he has been responsible for grant coordination with the Federal Aviation Administration (FAA), the overall airport capital improvement program, and project management in regards to consultant coordination and construction projects. He began his career with AECOM (formerly DMJM Aviation) as an Airport Planner, and has 8 years of airport and consulting experience in both planning and project management.

Ryan began his aviation career at an early age, working on his Private Pilot’s license at Queen City Airport while he was in high school. He received his Bachelor of Science in Aviation Management from Florida Institute of Technology, where he also received his Instrument, Commercial and Multi-Engine pilot ratings. In 2012, Ryan earned a Master of Aeronautical Science and Management from Embry-Riddle Aeronautical University.

Ryan works closely with local planning agencies and municipalities to ensure adjacent and local development is compatible with airport operations and consistent with future airport development. Ryan is an active member of the Lehigh Valley Transportation Study (LVTS) and the Greater Lehigh Valley Chamber of Commerce Transportation Committee. Ryan is also involved with the American Association of Airport Executives (AAAE) and the Aviation Council of Pennsylvania.

Connie S. Phillip
Director, Commercial Services

Connie Phillip is the Director of Commercial Services of the Lehigh-Northampton Airport Authority (LNAA). Connie oversees all Aviation Services at Lehigh Valley International, Queen City and Braden, Parking, Cargo, and the Fixed Base Operator (FBO).

Connie began her career at the Lehigh Valley International Airport in April of 1991 as a Customer Service Agent with American Airlines. Throughout her 24 years of service she was directly employed by and managed several airlines including American Eagle, AirTran Airways, Southeast and Pan Am. In addition to Airline Management, Connie performed the role as Manager of Training for Pan Am. In this role she was responsible for new service operations, audits and training for several airports in the Dominican Republic, Bahamas, Canada as well as a number of domestic markets. Connie also instructed Hazardous Materials and Security training for Airline crews. Connie worked briefly for Piedmont-Hawthorn supervising the startup operation for the Airport’s ground handling department.

In December 2004 Connie came onboard with the Lehigh-Northampton Airport Authority. While employed with the Airport Authority, Connie assisted with Lehigh Valley Air (the Authority’s chartered air service operation) managing both the operation and reservation center. Connie continued on to manage the ground handling contracts including deicing and charters for TMA, Hooters Air, AirTran Airways, American Eagle and Allegiant.

Connie has spent the past two year’s serving as General Manager for the Fixed Base Operator (FBO) for LVIA.

Todd W. Quann
Director, Finance and Administration

Todd Quann is the Director of Finance and Administration of the Lehigh-Northampton Airport Authority (LNAA), where he oversees Finance, Human Resources, Information Technology, and Risk Analysis.

Todd has a diverse financial background.  Todd began his career underwriting group insurance rates and profitability with Prudential Insurance Company.  Todd left Prudential and took on a similar role with the Guardian Insurance Company.  After Todd left Guardian, he did some sales and consulting before eventually taking on  Accounting and Controllership responsibilities with the American Baptist Foreign Mission Society (ABFMS).

In 2004, Todd and the Finance team at AMBFS were awarded the prestigious Pinnacle Award by Microsoft for  Overall Excellence in Business Invocation due to their creativity in using Microsoft Great Plains,  Microsoft FRX, and Microsoft Forecaster.  After his twelve year tenure at ABFMS, Todd did accounting consulting work for Stryker Corporation.

Most recently, prior to joining the Authority, he served as the Director of Finance for Community Action Committee of the Lehigh Valley. Todd has severed as Treasurer for several non-profit board of directors and recently became a member of the Miller-Keystone Blood Center Development Committee.  Todd is an active member of the Institute of Management Accountants.  He has a Bachelor’s of Science degree in Business and Finance from IUP, Masters in Accountancy from the University of Phoenix, and is a Certified Managerial Accountant.

Thomas R. Stoudt
Director,Operations and Safety

Tom organizes and directs Department activities and staff for Airport Operations, Police/Security, Aircraft Rescue and Firefighting (ARFF) / Emergency Medical Services, Operations Center, Maintenance and Custodial Services.  He has 19 years of experience and has been in his current position for over 2 years.

Tom serves as a primary liaison to federal and state aviation operations and safety organizations; such as: Department of Transportation (DOT), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Customs and Border Protection (CBP), USDA Wildlife Services and PENNDOT Bureau of Aviation.  Tom is the principal Airport Security Coordinator (ASC) for ABE and directs the development and implementation of the Airport Security Program (ASP) and the Airport Certification Manual (ACM) for ABE in accordance with Federal Regulations.

In 1995, Tom earned his Bachelor of Science in Aviation Management from Embry-Riddle Aeronautical University.  He also holds an FAA Airframe & Powerplant License and an Associate of Science in Aircraft Maintenance from Embry-Riddle Aeronautical University.  Tom received his Airplane Single-Engine Land Private Pilot Flight Theory at Lehigh Carbon Community College and earned a Geographic Information Systems (GIS) Certificate from Pennsylvania State University.

Tom is a member of the Operations, Safety, Planning & Emergency Management Committee of the American Association of Airport Executives (AAAE), the Operations & Technical Affairs Committee, Operations & Safety Working Group and the Public Safety and Security Committee of Airports Council International-North America (ACI/NA).
