Thomas R. Stoudt

Executive Director

Mr. Stoudt is the Executive Director of the Lehigh-Northampton Airport Authority (LNAA), which owns and operates a three-airport system in the Lehigh Valley: Lehigh Valley International (ABE), Queen City Airport in the City of Allentown and Braden Airpark in Forks Township, Pennsylvania. The three airports together generate over a half-billion dollars in business revenue and support more than 6,000 direct and indirect jobs in the region. ABE is host to nearly a million passengers and more than a quarter of a billion pounds of air cargo annually, placing it among Pennsylvania’s busiest airports.

Mr. Stoudt reports to the LNAA Board of Governors and oversees the management of nearly 300 personnel. In addition, he is responsible for directing the planning, development, and administration of all activities, including overall mission accomplishment, which comprises generating nearly $40-million in annual operating revenues and progressing a $230-million, 5-year capital improvement program.

Mr. Stoudt is an Airport Security Coordinator (ASC) for ABE and has over 25 years of airport experience. He previously served as Director of Operations and Safety, Senior Airport Planner, Airport Operations Specialist, and Aircraft Ground Handling Agent at ABE.

Mr. Stoudt earned his Bachelor of Science in Aviation Management from Embry-Riddle Aeronautical University. He also holds an FAA Airframe & Powerplant License and an Associate of Science in Aircraft Maintenance from Embry-Riddle Aeronautical University. Mr. Stoudt received his Airplane Single-Engine Land Private Pilot Flight Theory at Lehigh Carbon Community College, and completed certificate programs from Pennsylvania State University and the University of Texas at Austin.

Mr. Stoudt serves as a Board member for the Aviation Council of Pennsylvania, the Greater Lehigh Valley Chamber of Commerce, and the Lehigh Valley Transportation Study. He is also a member of the Lehigh Carbon Community College Aviation Advisory Committee and is a member of various operations and safety related committees within the American Association of Airport Executives (AAAE) and Airports Council International-North America (ACI/NA).

Darren J. Betters

Director, Business Development

Darren Betters is the Director, Business Development for the Lehigh-Northampton Airport Authority. Darren maintains responsibility for several LNAA functional areas including; Business Development, Air Service Development, Real Estate Development, Marketing, Advertising Sales, Property Management and Concessionaire Relationship Management and the FBO – Lehigh Valley Aviation Services.

Darren came to the LNAA with a diverse aviation background. He began his career as an Instrument Rated Commercial Pilot and accumulated more than 3,500 hours in the cockpit. When Darren decided to make the transition to aviation management, he went to work for AFS Aviation in Reading Pennsylvania. He started at AFS as the Chief Flight Instructor before being promoted to FBO General Manager. After his tenure with AFS Darren Moved to Detroit Metro Airport where he was the General Manager of Metro Flight Services. Later, Darren was hired by AvPorts to oversee their Rhode Island project. There he served as General Manager for the five General Aviation Airports in Rhode Island. While in Rhode Island, he was given the additional responsibility of managing the Atlanta South Regional Airport in Georgia. Darren managed all six airports until he was transferred to the Lehigh Valley as part of the AvPorts management contract for LNAA. In 2013 Darren was offered a job with LNAA and left AvPorts to join the Authority.

Darren is involved in the Aviation Community as a member of The American Association of Airport Executives, The National Business Aviation Association, Airports Council International and the Aviation Council of Pennsylvania. Darren was recently appointed to the World Fuel Service FBO Advisory Council.

Darren stays active in the Lehigh Valley community as a member of the Leukemia & Lymphoma Society Board of Trustees and the Board of Directors of Discover Lehigh Valley, where he currently serves as Chairman.

Steven Connors

Director, Operations & Safety

Steven Connors is the Director of Operations & Safety for the Lehigh-Northampton Airport Authority (LNAA). His primary role is overseeing the safety, security, operations, and maintenance of all Airport Authority properties including Lehigh Valley International Airport (ABE), Queen City Airport (XLL), and Braden Airpark (N43).

Steven arrived at ABE in 1992 and worked for the Fixed Base Operation (FBO), before joining the LNAA in 2004.

Steven has served in a multitude of operational and management roles across the airfield including Line Service Supervisor for Lehigh Valley Aviation Services (FBO), Line Service Operations Manager (FBO), LNAA Property Manager,  LNAA Training & Compliance Coordinator, LNAA Operations & Safety Manager. He has been instrumental in the development and implementation of policies/procedures that improve the identification and correction of airfield discrepancies.

During recent years, Steven has been a critical component to the training and regulatory compliance of employees, stakeholders, and tenants. In 2018, the LNAA received its first “perfect” FAR Part 139 Inspection from the Federal Aviation Administration (FAA).

Steven resides in Lower Nazareth.

Glenn A. Kurcon

Director, Information Systems & Technology

Glenn Kurcon is the Director of Information Systems and Technology for the Lehigh Northampton Airport Authority.  Glenn is responsible for all areas of technology innovation, systems planning and integration throughout the LNAA including data and voice networks, card access systems, closed circuit surveillance, radio systems, FIDS, common use systems, building automation systems, web applications development, and more.  Glenn joined the LNAA in 2016.

Glenn has more than twenty years of experience in the Information Technology field working in both the private and public sectors. Throughout his career, he has led efforts to streamline business operations through modernization and initiatives such as electronic document management, server virtualization, video analytics, Geographic Information Systems (GIS), and more.

Glenn received his Bachelor of Arts in Communications from Temple University in 1996 and a technical diploma in Networking and Data Communications from The Chubb Institute in 1999.  During his career, he has achieved multiple certifications including Cisco Certified Network Associate (CCNA) and Microsoft Certified Systems Administrator (MCSA), and Microsoft Certified Systems Engineer (MCSE).

Ryan A. Meyer

Director, Planning & Programming

Ryan Meyer is the Director of Planning and Programming for the Lehigh-Northampton Airport Authority. Ryan is responsible for all aspects of Airport Planning, Engineering Design/Construction, Project/Grant Management and Environmental Affairs. Ryan came to LNAA over ten years ago in 2013 with a diverse planning and project management background as a Senior Aviation Planner, where he has been responsible for grant coordination with the Federal Aviation Administration (FAA), the overall airport capital improvement program, and project management in regards to consultant coordination and airport construction projects. He began his career with AECOM (formerly DMJM Aviation) as an Airport Planner, and has sixteen years of airport and consulting experience in both planning and project management.

Ryan began his aviation career at an early age, working on his Private Pilot’s license at Queen City Airport while he was in high school. He received his Bachelor of Science in Aviation Management from Florida Institute of Technology, where he also received his Instrument, Commercial and Multi-Engine pilot ratings. In 2012, Ryan earned a Master of Aeronautical Science and Management from Embry-Riddle Aeronautical University.

Ryan works closely with local planning agencies and municipalities to ensure adjacent and local development is compatible with airport operations and consistent with future airport development. Ryan is an active board member of the Lehigh Valley Transportation Study (LVTS) Technical Committee, currently serving as Vice Chair. Ryan also serves on the Greater Lehigh Valley Chamber of Commerce Transportation Committee. Ryan is also involved with the American Association of Airport Executives (AAAE) and the Aviation Council of Pennsylvania.

Connie S. Phillip

Director, Commercial Services

Connie Phillip is the Director of Commercial Services for the Lehigh-Northampton Airport Authority (LNAA). Connie’s responsibilities include overseeing the Airport operated ground handling and deicing services for Lehigh Valley Aviation Services.  Connie also directs the Airport’s Passenger Services Department providing customer service, wheelchair assistance and airport parking shuttle services.

Connie began her career at the Lehigh Valley International Airport in 1991 as a Customer Service Agent with American Airlines. Throughout her 32 years of service at the ABE Airport, she managed several Airlines and Public Charters including American Eagle, AirTran Airways, Southeast Airlines, and Pan Am. In addition to airline management, Connie served as the Manager of Training for Pan Am. In this role, she was responsible for new service start-up operations, audit compliance, and training for airports in the Dominican Republic, Bahamas, and Canada. Connie also worked for Piedmont-Hawthorn supervising the startup operation for the Airport’s ground handling department.

In December 2004, Connie came on board with the Lehigh-Northampton Airport Authority. During her 19 years with the Authority, Connie has managed the Airline and charter ground handling contracts for Allegiant Air, AirTran Airways, American Eagle, Direct Air, TransMeridian Airlines and Hooters Air. Connie has also served as the General Manager for the Fixed Base Operator (FBO), later Directing operations for the Fixed Base Operator (FBO) and Air Cargo Ground Handling.

Connie was born and raised in the Lehigh Valley. Outside of the Airport, Connie enjoys making memories with her Family.

Todd W. Quann

Director, Finance and Administration

Todd Quann is the Director of Finance and Administration of the Lehigh-Northampton Airport Authority (LNAA) and has served here for 10 years. He oversees Finance, Human Resources, Risk Analysis, and Parking.

Todd has a diverse financial background.  Todd began his career underwriting group insurance rates and profitability with Prudential Insurance Company.  Todd left Prudential and took on a similar role with the Guardian Insurance Company.  After Todd left Guardian, he did some sales and consulting before eventually taking on  Accounting and Controllership responsibilities with the American Baptist Foreign Mission Society (ABFMS).

In 2004, Todd and the Finance team at AMBFS were awarded the prestigious Pinnacle Award by Microsoft for Overall Excellence in Business Invocation due to their creativity in using Microsoft Great Plains,  Microsoft FRX, and Microsoft Forecaster.  After his twelve-year tenure at ABFMS, Todd did accounting consulting work for Stryker Corporation.

Most recently, prior to joining the Authority, he served as the Director of Finance for the Community Action Committee of the Lehigh Valley. Todd has served as Treasurer for several non-profit boards of directors and recently became a member of the Miller-Keystone Blood Center Development Committee.  Todd is the President of the Lehigh Valley Chapter of the Institute of Management Accountants. He has a Bachelor of Science degree in Business and Finance from IUP, Masters in Accountancy from the University of Phoenix, and is Certified as a Managerial Accountant and Strategy and Competitive Analysis.

Colin Riccobon

Director, Public and Government Relations

Colin Riccobon is the Director of Public and Government Relations for the Lehigh-Northampton Airport Authority (LNAA). His primary responsibilities include development of strategic internal / external communication plans to achieve maximum exposure of LNAA initiatives through media, social media, and marketing; oversight of community engagement programs; serving as primary LNAA media spokesperson for all three aviation operations (Lehigh Valley International Airport, Queen City Airport, Braden Airpark); distribution of employee newsletters; and coordinate crisis communications efforts during emergency situations.

Additionally, Colin acts as the LNAA’s legislative liaison for federal, state, and local government officials to help enhance awareness of the LNAA’s position of being an economic engine within the Greater Lehigh Valley.

Colin landed at the Airport Authority in 2016 to fulfill the role of Public Information Officer. Over a three-year period, the LNAA adopted a media relations policy for daily media inquiries and implemented live streaming of the monthly Board of Governors meetings for more increased accessibility.

Prior to his arrival, Colin served a External Communications Manager for the American Red Cross Blood Services Division in Northeastern Pennsylvania and spent 13 years working in the broadcast news industry. He is a five-time winner of the Pennsylvania Association of Broadcasters Award.

In his spare time, Colin enjoys spending time with his wife and their twin toddlers.
